Multilevel, Multicultural & Multiethnic Information Society
An International Conference for Yunnan Provincial Library’s 100th Anniversary
November 16-17, 2009, Kunming, China

Yunnan, the most culturally diverse province in China, has developed its unique regional culture of multiplicity. The long history of interactions among different ethnic minorities has cumulated rich information resources. Since its establishment a hundred years ago, Yunnan Province Library has been striving in describing, preserving, and providing access to the resources. In the event of the first centennial celebration, Yunnan Provincial Library is planning an international conference with the theme of “building an information society of cultural and ethnic multiplicity”.



The goal of the conference is to bring together librarians, information engineers, educators as well as experts and professionals in other fields, from both China and aboard, to exchange ideas and share research findings about multiethnic culture, resource development, information sharing, etc. The conference provides a forum for scholars from different traditions and backgrounds to share their views and perspectives on how to preserve and promote the traditional culture of ethnic minorities in a multilevel, multicultural, and multiethnic information society. The conference will generate valuable ideas for advancing services to disadvantaged social groups and rural developments in the province.



Suggested Topics

The conference will cover a broad range of topics on multiethnic culture and information society. Topics of interest include, but are not limited to:

Roles of public libraries in multilevel, multicultural, and multiethnic information society,
Development of multiethnic culture and resources,
Diversity of ethnic culture and resources,
Roles of ethnic minority culture in public information services,
Cultural and information resources in socio-economic developments.


Categories & Submission



The conference calls for contributions in three categories: (a) full papers, (b) presentations, and (c) poster session articles. Full papers will be arranged for presentation at the conference and be published in the conference proceedings. For presentations, only the abstracts will be published in the conference proceedings. Poster session articles will be arranged for display and listed as bibliographic entries (without abstracts) in the conference proceedings.



Regardless of submission categories, interested authors are asked to submit an abstract of no more than 300 words in length, in both English and Chinese, for initial consideration. Abstract must be prepared in Microsoft Word and submitted as attachment to an email message sent to ynlibpx@yahoo.com.cn. In the Word document, please clearly indicate the title, author(s), affiliation, contact information (telephone number and email address), and which category the submission is intended for. In case of multiple authors, please indicate which author is the contact person.



All submissions must be original, unpublished, and not being submitted to other publishing avenues. Submission may not overlap substantially with any work already published in any form or presented in other conferences. Submission may be preliminary research, theoretical analysis, report of practical projects, or investigation of current practices. All submissions will be anonymously refereed.



Full Paper Requirements



Full paper may be no more than 6000 words in length, excluding references and appendices. Manuscript should be double spaced and properly formatted on letter-sized pages, with 1 inch top/bottom and left/right margins. English text should use 12-point Times New Roman or equivalent font size and style, and Chinese text should use category-5 Kai Ti font, using GB-2312 character coding.



The submitted manuscript should include a cover page listing the title, author(s), affiliation, and contact information, followed by English/Chinese versions of the abstract.



Full papers may only be submitted in electronic form, and no hardcopy is accepted. Acceptable file format is limited to Microsoft Word. Submission of full paper manuscript may be sent as email attachment (ynlibpx@yahoo.com.cn ), or on a CD by postal/express mail to the following address:

Description and Objectives
---------------------------
In the world of the Internet, the rapid growth and exponential use of digital medias leads to the emergence of virtual environments namely digital ecosystems composed of multiple and independent entities such as individuals, organizations, services, software and applications sharing one or several missions and focusing on the interactions and inter-relationships among them. The digital ecosystem exhibits self-organizing environments, thanks to the re-combination and evolution of its ?digital components?, in which resources provided by each entity are properly conserved, managed and used. The underlying resources mainly comprehend data management, innovative services, computational intelligence and self-organizing platforms. Due to the multi-disciplinary nature of digital ecosystems and their characteristics, they are highly complex to study and design. This also leads to a poor understanding as to how managing resources will empower digital ecosystems to be innovative and value-creating. The application of Information Technologies has the potential to enable the understanding of how entities request resources and ultimately interact to create benefits and added-values, impacting business practices and knowledge. These technologies can be improved through novel techniques, models and methodologies for fields such as data management, web technologies, networking, security, human-computer interactions, artificial intelligence, e-services and self-organizing systems to support the establishment of digital ecosystems and manage their resources.
The International Conference on Management of Emergent Digital EcoSystems (EDES) aims to develop and bring together a diverse community from academia, research laboratories and industry interested in exploring the manifold challenges and issues related to resource management of Digital Ecosystems and how current approaches and technologies can be evolved and adapted to this end. The conference seeks related original research papers, industrial papers and proposals for demonstrations, and tutorials and workshops.

Paper Submission
----------------
Submissions must be in an electronic form as PDF format and should be uploaded using the conference website.
Submissions should be at most 8 ACM single-space printed pages. Papers that fail to comply with length limit will be rejected. Submissions will be peer-reviewed by at least 3 peer reviewers. Selection criteria will
include: relevance, significance, impact, originality, technical soundness, and quality of presentation.
Preference will be given to submissions that take strong or challenging positions on important emergent topics related to Digital Ecosystems. At least one author should attend the conference to present the paper.
The conference Proceedings will be published by ACM and indexed by the ACM Digital Library.

2009 INTERNATIONAL PAPER CONTEST

The Special Interest Group on International Information Issues (SIG-III) of the American Society for Information Science & Technology (ASIS&T) is pleased to announce its tenth competition for papers to be submitted for the 2009 Annual Meeting, which will take place in Vancouver, BC, Canada, November 6 -11, 2009.


The theme of this year’s paper contest is: "Thriving on Diversity - Information Opportunities in a Pluralistic World".


The theme may be addressed at either the country or regional level issues. Papers could discuss issues, policies and case studies on specific aspects of the theme, such as, but not limited to the following (mainly adopted from the conference theme):

* Multilingual information systems
* Cross-language information retrieval
* Accessibility and cultural factors in system design and information services
* Cross-border data flows
* Open access and cultural diversity
* Information literacy and challenges of harmony versus hegemony
* The role of international organizations in building on diversity
* Digital inclusion
* Social networking in a linguistically and culturally rich environment
* Information behavior in diverse contexts
* Knowledge management in diverse contexts
* Information policy

There will be up to six winners who will be selected by a panel of judges including Hong Xu (Chair), Jonathan Levitt (Co-Chair), Aaron Bowen, Nadia Caidi, Yunfei Du, Daqing He, Macia Lei Zeng.



Selection Criteria

Papers will be selected through a peer review process. The judging criteria will be based on:

* Originality of paper in the developing world environment (originality of the project described, etc.)
* Relevance to the Paper contest.
* Presentation and organization.
* Style. The international paper contest committee requires that submissions follow the International Information and Library Review instructions to authors. The prize for each winner is a two-year individual membership in ASIS&T. In the case of multiple authors, the principal author will be awarded the ASIS&T membership. In addition, depending on SIG III fundraising for this competition, the first place winner will be rewarded a minimum of $1,000 toward travel, conference registration, and accommodations while attending the ASIS&T Annual Conference in Vancouver, BC, Canada, November 6 -11, 2009.



Publishing opportunities

Submitted papers will be considered for inclusion in a special issue of the International Information and Library Review, subject to the usual peer refereeing process, for that journal.



Information for authors

Only papers by a principal author who is a citizen of, and resides in a developing country are eligible. Winners in the 2005-2008 contests are not eligible. The papers should be original, unpublished, and ONLY in English. We encourage submissions from librarians, information and network specialists, and educators involved in the creation, representation, maintenance, exchange, discovery, delivery, and use of digital information.



ASIS&T Copyright Policy

ASIS&T will have the non-exclusive right to publish any of the papers submitted on its web site or in print, with ownership and all other rights remaining with the author.
